The short answer
For most FEHA discrimination, harassment, and retaliation claims, yes—you generally must file a timely complaint with California’s Civil Rights Department (CRD) and obtain a right-to-sue before filing in court. Other claims (many wage claims, some Labor Code whistleblower theories) follow different paths.
